You actively participated in the smooth running of the Finance department and operations, whilst supporting all staff to comply with Mith Samlanh Finance Policy & Procedures. Maintain the integrity of finance systems, and internal controls. To uphold and maintain Mith Samlanh’s transparency and accountability.
INTERNAL CONTROLS & COMPLIANCE
 Ensure a strong understanding of Mith Samlanh Finance Policy & Procedures and ensure all operations comply with policy
 Support project teams as needed, whether it is guiding them to comply with policy or general advice
 Read and understand all donor funding contracts, requirements, and reporting deadlines
 Support project teams as needed to comply with donor contract requirements
 Maintain updated knowledge on Tax Laws, changes, and new Prakas issued. Subscribe to relevant newsletters / social media accounts to maintain up-to-date knowledge on relevant changes in laws or regulations (e.g., Tax, Accounting, auditing, etc.). Be proactive in seeking ways to understand the Cambodian regulatory framework (e.g., audit firm websites, summary/pocket tax laws, etc.)

CASH & BANK MANAGEMENT
 Ensure cashier records cash transactions as they happen, and that cashbook is updated correctly and timely, in line with Finance Policy
 Conduct weekly cash counts to make sure cashbook is timely and accurate, in line with cash-on-hand, using the Cash Count Book
 Support the facilitation of monthly surprise cash counts by Project Coordinators / Program Director
 Conduct monthly Cash and Bank reconciliations and ensure all balances (QuickBooks, Bank Statements, Cashbooks, Cash Count books) are matching. Reconciliations must be printed and must have 2 signed checks (Finance Officer and Finance Coordinator).
 Ensure pre-authorized cheque/bank transfer payments are issued for costs above the cash thresholds
 Initiate payments via Internet banking to suppliers’ bank accounts after expense vouchers are complete and approved.
 Ensure all income is supported by a timely written official receipt, issued to the sender of the income, and that all income is supported by an Income Voucher

VOUCHERS & FILING SYSTEMS
 Maintain a strong voucher filing system and ensure vouchers are filed correctly by their sequential number.
 During audits, ensure vouchers remain in the correct place and that auditors can extract vouchers according to voucher numbers.
 Support and advise project staff to prepare accurate and complete vouchers as needed, with strong supporting documents.
 Check vouchers for correct budget lines allocated, accounts codes, project codes, amounts, etc., and verify the finance vouchers are in compliance with Finance policies, with sufficient supporting documents before posting to software.

QUICKBOOKS
 Ensure that data entry is carried out on a timely basis, by Accountants and/or yourself. Support the checking of all data entry in QuickBooks for accuracy.
 If posting, then ensure data entry is in a proper chart of account codes, and budget lines, and ensure clear memo descriptions are included.
 Ensure all vouchers are entered into QuickBooks by the 3rd of the month, to enable timely financial reporting

FINANCIAL REPORTS
 Support Finance Coordinator in meeting donor reporting deadlines, by preparation of external donor reports, and sending them in advance for review.
 Prepare monthly Balance Sheet Reports for Finance Coordinator review.
 Prepare monthly A/R and A/P reports for other Friends programs and send on a timely basis. Ensure records between MS and other programs are reconciled, matched and paid on a timely basis
 Prepare and send budget actual financial reports to Project Coordinators and Managers. Support them to understand their reports, and provide them highlights of over / underspending on a timely basis for them to react.

AUDITS
 Support Finance Coordinator with the annual global audit, by ensuring all documents are complete, data entry is accurate, and responding to auditor questions.
 Support all donor-required, project audits in a similar manner.

ASSET REGISTERS
 Working with HR / Admin teams, ensure the Fixed Assets & Inventory registers are updated quarterly, by extracting from QuickBooks the asset and inventory transactions. Annually, at year-end, review the Registers to ensure the current year updates match the QuickBooks records, under account heading 4300.
 Ensure a semester physical review of assets takes place, ensuring documentary evidence of checking

OTHER TASKS
 Support the payments for salary tax, withholding tax, and all other office costs
 Ensure invoices are paid, and outstanding debts are collected in a timely manner
 Collaborate with Friends-International Internal Controls & Compliance Coordinator for on-site spot checks.
 Collaborate with Friends-International Finance Technical Coordinator, where any technical support is needed.
 Ensure you regularly visit field work, accompanying project colleagues to learn about their work.
 Support the integration of new staff, by providing an overview of the key finance processes they need to be aware of, and where to access the Finance Policy.
 Identify weaknesses in systems and processes and propose improvements to the international finance team
