Position: Admin and Finance Officer
Accounting, Execute. / Management, Administration
• Reporting to Admin & Finance Manager
Location: Phnom Penh
• Schedule: Full-time
• Start Date: Sometime in August 2019
Component/Projects: Finance and Admin Team
Contract Type: following probation period 3 months

Expected Place Travels: Travel other provinces required
Overall purpose the post
Background Cambodia ACTs is a coalition of 15 NGOs, working to fight against child trafficking in 10 provinces and municipals. It was set up in 2001 and is an active member of the Asia Against Child trafficking (ASIA ACTs) in Southeast Asia. Its objectives are to raise awareness on trafficking issues at the grassroots level, to build capacity, education, to provide direct assistance to high‐at‐risk and victim children of trafficking, and to strengthen law enforcement. Its main beneficiaries are high‐at‐risk children of trafficking and child victims of trafficking.
Duties
General Description:

The Finance Officer will be performing range of secretariat duties in Cambodia ACTs office including organizing and maintaining records bookkeeping and other requirements. Support admin and finance unit as required.

Specific Duties and Responsibilities:

• Maintain accurate financial and bookkeeping records in accounting system Quick Book program.
• Assist to Admin/Finance Manager to produce the Monthly, Quarterly and Annual Financial Reports
• Assure projects fund to be used compatibility with agreement and financial policy.
• Assist in developing annual projects work plan and budget for the next fiscal year.
• Assist to Admin/Finance Manager on annual external audit-preparing financial statement.
• Do general office duties such as monitoring office supplies inventories, update and monitor the organizational inventories (Fix Assets), form inventory, cooperating with other staffs to maintain regular office hours.
• Test and recalculate the amount on voucher, invoice, receipt and support document
• Prepare Vouchers in all expenses, incomes, advance, transfer, and liquidation for finance unit.
• Check and review financial filling system to make sure that all vouchers are file chronologically with valid information.
• Insuring payment of all invoices and other financial request from program staff, vendors, consultants, subcontracting partners and others, ensuring that proper approval is granted before doing.
• Administering cash disbursements such as cash advance, salary paid to staff based on Cambodia ACTs financial policy and maintain office cash book.
• Monitoring the organizational budget grants.
• Develop general forms as needed for use in the organization.
• Calculate the monthly Salaries, salary tax, contract or casual wages.
• Manage the Organization budget grants in the both cash in banks and cash on hand.
• Perform other project duties given by the Admin/Finance Manager and Secretary General.

Requirements

• University majoring in Finance/Accounting
• At least 1 year experiences on Accounting & Finance
• Must have good knowledge of English communication, writing, and spoken is advantage.
• Ability to work effectively as member of a team
• Reliable and trustworthy person with good communication and interpersonal skills
• Good listener and understanding with high responsible and flexible person and careful with confidential information.
• At least one or two years’ experience in accounting experience with NGOs or private company.
• Proficiency with Quick Books, MYOB, or Peach tree.
