Title: Request for Consultancy Services for Project/Program Evaluation and Strategic Plan Review

The Continuing Learning Organization is inviting qualified consultants to submit tender offers for the provision of consultancy services to lead in the Project/Program Evaluation and a subsequent strategic plan review. The organization seeks competent bidders to fulfill the following services:

1. Evaluation of the project’s performance: Assessing the extent to which the project has achieved its objectives as outlined in the proposal.

2. Evaluation of the project’s impact on communities: Analyzing and documenting the project’s impact on the targeted communities.

3. Lessons learned & recommendations: Identifying and documenting lessons learned from the project's implementation and achievements, as well as providing recommendations for future programming.

4. Strategic process review/plan: Reviewing and facilitating the initiation of all relevant stakeholders to develop a strategic plan based on the outcomes of the project/program evaluation.

3. A detailed methodology outlining the approach to be used in evaluating the project's performance, assessing its impact on communities, generating lessons learned, and formulating recommendations for future programming should be included in the bid.

4. The consultant must propose a clear and structured process for engaging relevant stakeholders in the strategic plan review, demonstrating an inclusive and collaborative approach.

5. Evidence of the consultant's capacity to adhere to the timelines specified in the Terms of Reference (ToR) for the project/program evaluation and strategic plan review.

6. Submission of a detailed financial proposal, including a breakdown of costs for each component of the consultancy services.

7. The consultant should provide references from previous clients to substantiate their experience and ability to deliver high-quality and impactful evaluations and strategic planning.

8. Compliance with any additional requirements specified in the ToR related to the consultant's qualifications, experience, and organizational capacity.
