Job Purpose The HR & Admin Manager (or Assistant Manager) will oversee or support the complete human resources life cycle and daily administrative operations of our large-scale garment manufacturing facility in Pochentong. This role requires a tech-forward leader who combines local labor compliance knowledge with the ability to actively utilize AI platforms and automated tools to optimize workforce efficiency, predictive analytics, and factory administration. Key Responsibilities 1. AI Tool Utilization & Digital Administration AI-Driven Workflows: Actively leverage generative AI tools (e.g., ChatGPT, Claude, Copilot) to draft internal policies, legal notices, and multilingual communications (Khmer, English, Mandarin). Smart Attendance & Payroll: Monitor AI-backed biometric time-attendance and smart payroll systems to automatically flag anomalies, ensuring tight control over the 2-hour daily maximum overtime limit. Predictive Data Analytics: Use automated HR software dashboards to track, analyze, and report on high worker turnover rates and absenteeism patterns to factory management. 2. Human Resources Management & Compliance Labor Law & Audits: Ensure all factory operations align strictly with Cambodian Labor Law, MLVT directives, and international buyer code of conduct guidelines. Participate directly in Better Factories Cambodia (BFC) assessments. Contracts & Documentation: Manage Fixed Duration Contracts (FDC) and Undetermined Duration Contracts (UDC) legally, tracking renewal windows and seniority payments accurately. NSSF Management: Oversee mandatory National Social Security Fund (NSSF) registrations, contributions, and claims processing for workers. 3. Employee & Industrial Relations Union & Grievance Management: Act as a diplomatic liaison between factory management, shop stewards, and local worker unions to maintain a stable, peaceful working environment. Conflict Resolution: Handle staff disciplinary actions and disputes in strict accordance with legal procedures to minimize legal risks or factory walkouts. 4. Tech-Enhanced Recruitment & Training Mass Hiring: Execute recruitment drives for sewing line operators, supervisors, and QC inspectors, using automated screening to speed up hiring timelines. Onboarding: Oversee digital and practical onboarding initiatives covering fire safety, chemical management, health & safety (OHS), and labor rights. 5. General Administration & Factory Logistics Expat Administration: Manage expatriate visas, extensions, MLVT foreign employee quotas, and work permits. Factory Operations: Supervise factory security, worker transportation logistics (ferry trucks crossing the Pochentong/airport traffic zones), canteen sanitation, and waste management. Job Requirements #1 Core Competency: AI Literacy & Platform Savviness Hands-on capability to work with mainstream AI tools and automated HR platforms. Ability to prompt effectively, interpret digital data dashboards, and champion tech adoption within the HR team. Education & Certification (Cambodian Standards) Bachelor’s Degree in HR Management, Business Administration, IT, Law, or a related field. Mandatory Compliance (Prakas 259/24): Must hold (or be willing to urgently obtain via company support) a professional certificate in administration and HR, or a labor law diploma issued by the National Institute of Labour (NIL). Experience (Flexible Structure) For Manager Level: Minimum of 2 years of relevant managerial experience in a fast-paced garment, textile, or footwear factory setting (1,000+ workers preferred). For Assistant Manager Level: Developing candidates with less than 2 years of management experience will be considered if they demonstrate exceptional AI platform skills, strong adaptability, and solid foundational knowledge of factory HR operations. Familiarity with Better Factories Cambodia (BFC) audits is highly preferred. Skills & Languages Solid understanding of Cambodian Labor Law, NSSF systems, and industrial relations. Languages: Fluent in written and spoken Khmer and English. (Proficiency in Mandarin or Cantonese is a distinct advantage). Convenient commute or proximity to the Pochentong/Airport area.
