IT Manager

Job RESPONSIBILITIES 1. IT Strategy and Planning: Develop and implement the company's IT strategy, policies, and procedures in alignment with business objectives. Identify opportunities for technology to improve efficiency, productivity, and security. 2. IT Development Management: Lead and manage all IT development projects, including the development and implementation of web platforms, mobile applications, internal software tools, and integrations with existing systems. Oversee the entire software development lifecycle, from requirements gathering to deployment and maintenance. 3. Digital Transformation Strategy & Execution: Develop and implement a comprehensive digital transformation strategy to evolve the company into an E-company. This includes identifying opportunities for online service delivery, e-commerce integration, digital marketing, and process automation. 4. System Administration: Manage and maintain critical business applications, databases, and operating systems. Coordinate upgrades, patches, and backups to ensure system stability. 5. IT Service Management: Oversee the delivery of all IT services, including help desk support, network administration, system maintenance, and cybersecurity. Ensure high levels of user satisfaction and system uptime. 6. Cybersecurity: Implement and enforce security measures to protect the company's data, systems, and networks from internal and external threats. Stay updated on the latest security trends and best practices. 7. Vendor Management: Manage relationships with IT vendors, including hardware and software providers, telecommunications companies, and outsourced IT service providers. Negotiate contracts and ensure service level agreements are met. 8. Emerging Technologies: Research and evaluate new technologies that could benefit the company and improve its competitive edge. Recommend and implement innovative solutions. 9. Digital Marketing Technology & Integration: Oversee the selection, implementation, and management of digital marketing technologies (e.g., CRM, marketing automation platforms, SEO/SEM tools, social media management systems) and ensure their seamless integration with the company's website, e-commerce platform, and other relevant IT systems to support online marketing efforts, lead generation, and customer engagement. 10. Other tasks assigned by management (MD, GM)
Qualifications: 1. Bachelor's degree in Computer Science, Information Technology, or a related field. 2. Minimum of 5 years of progressive experience in IT management, with a strong focus on both IT development and IT services. 3. Proven experience in leading and implementing digital transformation initiatives, ideally within the construction, engineering, or related industry. 4. Demonstrated experience in developing and managing e-commerce platforms and online service delivery models. 5. Strong understanding of software development methodologies, web technologies, and database management. 6. Excellent leadership, communication (both verbal and written in English and ideally Khmer), and interpersonal skills. 7. Ability to think strategically and translate business needs into effective technology solutions. 8. Familiarity with the Cambodian business and technology landscape is a significant plus.
